Changes in Labor Migration Law: Interview with Glovo

As of March 1, 2026, amendments to the Law of Georgia on Labor Migration have come into force. Under the new regulations, Georgia permits the employment or self-employment of foreign nationals only in full compliance with the established legal framework. To be legally employed or to carry out labor or entrepreneurial activities - including remote work - foreign citizens are now required to obtain official “right to work” authorization.
Following these legislative changes, the eCommerce Association-Georgia requested an interview with Artem Kolosiuk, General Manager of Glovo Caucasus, to discuss the implications of the new regulations.
What is your position regarding the new regulation?
As a responsible market player, compliance is a top priority for us. We are committed to aligning all operations with the updated legal framework. Supporting the local workforce and maintaining a reliable fleet in Georgia remains a key focus as we adapt to this new environment.
What positive and negative impacts could such regulation have?
From our perspective, the regulation introduces additional processes and operational complexity, which may present short-term challenges.
How will this change affect your platform and services in Georgia?
We do not expect any major disruption to the core platform experience, and our focus remains on providing a high-quality service for our customers. Internally, we are strengthening our onboarding and operational standards to ensure all couriers meet the new criteria.
Are there any planned steps in response to the regulation?
Yes, we are taking a proactive approach by reviewing internal processes and strengthening compliance mechanisms. Our goal is to ensure all operations are fully aligned with the new requirements while maintaining service quality and efficiency.
